I've seen plenty of enjoyable French vtubers. Though actual primarily-speaks-French-on-stream, so EOPs GTFO.
I will say the one thing I perceive as holding them back is a lack of ambition. I suppose the fact they actually speak French on stream rather than English (and they all know English well enough to get by) is self-selecting for people who are not grinding for money and clout. But I've seen some of them actively try to filter their audience (e.g. changing Twitch name and model) when they start getting bigger.
So I guess a "perfect French vtuber" is one that actually sees themselves as an ambassador for vtubing culture to the French-speaking world that has largely ignored it thus far.
