Most music made is in 4/4 or 3/4 notation which is the number of whole beats in a measure, really it's just how much music is played before a change in the chord is desired by the brain at least for regular music

Just try actively listening to songs you like for that "beat" when the chord changes, and be aware of the bpm (beats per minute) in the songs you like to listen to

Pretty much all music creating software like FL Studio or Ableton will have these features, I use Anvil Studio to make midi music and it's free (I never learned to pirate FL Studio) and record it through desktop with Audacity

I had the very sane idea to start out with a tracker, because of a technical quirk of the module formats, so some of the timing settings are weird to configure on my end. I absorbed some musical knowledge through osmosis because I'm almost always listening to something, but the details of interactions between notes, keys etc. are still confusing to me.
