That would be a shame. Since vtubing is not acting, but it's maintaining a role persistently, so being able to relate well to the character really improves being able to act the part. I can see why talented people would choose another company if they had the opportunity to have input on their design and content. Even if Hololive is a big name in the industry I don't know if it can be sustained if they keep putting people in mismatched roles and asking them to do generic content.

I don't know what it is but every single corpo - even Niji - feels irrelevant to Holo. It's like a 5 star restaurant across the street from a bunch of dirty dive bars. Ironically the small corpos are actually fun and have their own unique strengths, but Hololive is just so superior by merely existing that no one else matters.

Cover options are:
A - You hire someone, ask them about the model they want, commission an artist and hope that person will still be in the company a year later.
B - You already know what type of talent you want, you make an audition searching for that specific person and just have the model already done for them. Consider also that leaving the artist have their way is cheaper and faster than making something out of a person's request.

I'm not dragging you but I think if you thought it through you would also see some problems there. For example, someone can leave whether they have input on the design or not. I don't think they would replace Rushia, Coco, or Sana, do you? I know if it was me, if I auditioned and they asked me to play Rushio or Sana I would not feel comfortable with it at all.

There is also the risk of mismatch. You aren't asking somebody to play a role in an anime or a game. You're asking them to roleplay the persona of a character regularly for years to come. If they don't match the character then their work will be lukewarm. It doesn't have to do with acting skill, but the ability to relate to and adopt a persona.

Lastly, artists work with commissions all the time. They're asked for certain designs and they follow through. I'm not sure why it would be better to let them just do whatever. The best solution would be to have a general theme for a generation and then negotiate with the talents how they want to approach it and which artists to commission. Finally, it seems at the very least the FuwaMoco must have been a specific commission for twins. You're right that we don't know what Cover actually does but if they really do reject all input then it probably leads to worse performances.

another thing is Luna's existence proved it is possible to jump ship to corpos but, it's pretty rare all things considered and Cover won't automatically grant you access for it. Polka exists too but her corpo had already died and she was a free agent so that isn't really a poach anymore. you could join a small corpo, get a large audience from it, quit and then hang on as indie and cross your fingers Cover notices. I think, that explains at least part of why so many girls quit small corpos - kawaii had an entire gen quit at once and they are a very unicorn-friendly group i.e those girls must think they are good holo candidates but presumably can't get an offer while they are under an existing corpo contract.

They get a preview of the preliminary design and they can make requests or suggestions, but that does not mean the artist or whoever is in charge of creative direction has to listen to them, because there's no guarantee their ideas are feasible or even good. Kiara in particular lifts the curtain a bit more often through her tendency to be a blabbermouth, so at one point she talked about this. It's a bit more nuanced than just being handed a pre-made character and backstory and being told "ok, this is you now."
