People are probably mistaken if they think that EN3 was supposed to only be a new generation for Holo EN. For a long time many people thought that to be accepted for Holo EN auditions you had to pander to pedos the way Gura does or you had to be a cringe and edgy rapper like Mori is. It's very likely that at least part of the goal with EN3 was to rehabilitate the image of Holo EN to potential future talents. Not by giving the fans what they want but by getting girls like Nerissa that was a huge fan herself eagerly exclaiming she hopes more fans can audition and become members too. And with Shiori they brought on someone that was heavily embedded in the VTuber scene that could show that you can be any kind of VTuber and still get into Hololive. In part they're an advertisement for Holo EN 4 and 5 recruitment, to get talented entertainers to take Holo EN seriously again.
