Yes, that is usually the case. Story-based games peak the highest on first stream, then followed by when the game is ending. Reason being if you didn't catch the first stream and you haven't played the game either yourself, chances are you won't watch the subsequent streams since you won't understand what's happening/happened anyway.
While if you played the game, then you're probably watching the streamer for their reactions, and you definitely know which part are interesting and which aren't so you only tune in during the interesting ones.

The slow and steady decline might not be due to the content, but rather, more because he is hitting the ceiling for potential fans. Japan has 63 million monthly Youtube users, so him getting 800k+ subs is already insane. As with any streamer though, they have to actively gain more subs over time to replace the fans that leave due to reasons, and if they can't do that fast enough, you'll see a decline IMO. To add to that, Niji's target audience of mainly younger JP folks will probably take another hit in the future, as Japan has an aging population problem that can't be fixed easily. There is a high possibility that they know this, and that is why you're seeing recent multiple talent debuts in NijiID, KR, EN, VirtualReal, and nothing in JP for the past year.

The numbers for Nijisanji continue to decline. Everybody except for Kuzuha has completely hit rock bottom and even Kuzuha himself has his viewers dropping like flies. In the past few months, I think the only time she got something "bad" was the sponsored Bravely Default 2 stream at like 14k.
