My take is that it isn't banned at all.
It's just not acknowledged because everyone is watching their branch self-destruct.
I do not watch Niji's regularly, but their viewer numbers for the newest gens are kinda low.
CCV may not be a deciding factor, i mean they could have a whale/oil baron as a subscriber who donates a lot, but you can't ignore that Advent fully mogged them on debut numbers and subscribers. Advent still has to form a community, and their numbers are not set in stone yet, but they seem on track to outperform Niji and even council.

So imagine being a new hire for niji, or even a talent that has doubts about extending the contract, seeing Advent debut and some lower rounds vtuber has the same numbers as you and she just started.
