Cover literally has no infrastructure in the foreign market.
No real manufacturer connections and no standardized pipelines that produce such materials.
If we haven't seen foreign materials like "Learn science or english with the Avengers" or other IPs, Cover is going to have a shot in hell without spending millions in development in making such books marketable.
Foreign fans that want to learn JP are genuinely a minority when it comes to purchasing such materials. And people who want to learn Japanese for other reasons will tend to default to the more professional materials already out there.
