Yeah the Kaoru "graduation" was weird. If he graduated then why didn't he get a graduation stream? If he was terminated then why did they let him do that zatsu? Honnestly the most logical explaination is that they got fired, and explaining why would be tricky and probably reputation damaging for not only both of them, but for cover who let something really bad happen, and they are negociating with them to see if they prefer to be eternal pariat that will be hunted down by hololive fan forever and ever or if they will just shut up their mouth forever.
