It seems like the cycle of vtubing is:
>rising star debuts
>star enjoys stardom for a long while
>2nd rising star debuts with a gimmick that will eventually be common industry practice
>competition for a good while
>older star fucks itself with mismanagement
>utterly collapses
>new star enjoys utter dominance
>repeat
For the first saga of vtubing it was Kizuna Ai/upd8 vs Nijisanji with the streaming model, then for the 2nd it was Nijisanji vs Hololive with the idol model. Somehow though it's hard to see what will compete with Hololive, so it's more likely they will be the dead end of vtubing rather than another entity replacing them.

Yup. As much as I dislike nijisanji.
They are too big to die unwillingly and exploiting talents is the standard in Japan so that won't get bad PR. Compared to a lot of idol or talent agencies they are probably even on the better end of the spectrum. (If we are talking this model of agency where they are sort of inbetween a production company and an agency)

It feels a little more steady-state than that. The leap from static video content to livestreaming was much larger than what amounts to a genre difference between Niji and Holo.
The situation is starting to mature and fans are finding what they like and sticking to it. You'll have new comers appear that appeal in areas Niji and Holo aren't touching, but in some ways that's already Twitch; gaming vtubers who are actually serious and competitive stream there (almost entirely FPS).
The English side is just a completely different culture. English fans either subscribe to the idol model, the men of Nijisanji, or the Twitch model. I guess the one area that's somewhat untapped is political commentary, like the Hasan Piker of vtubers, but I don't know how much appetite weebs, even ironic ones, have for that sort of thing.

That's not the cycle of vtubing, that's the cycle of corpos in every field.
New corpos have to take risks, so they bring something new to the table. If it works out, they become successful. Over time they either get complacent, conservative, stale and overtaken by fresher corpos, or run into the ground by greedy investors focusing on short-term profits. It happens everywhere.
That said, Holo and Niji are more or less the same age and the established stars before them were all individual vtubers instead of groups. It's a bit early to look for patterns here.

Nijisanji is just too big in Japan and can't die unless a major yab happens. Like final yab levels of bad.

Goes beyond that honestly. Management took over her social media accounts, blocked collabs/covers, even had managers mic'd up during streams to tell her what to say/do at times. Basically used her as a puppet in the latter half of her career, with the threat of blacklisting her if she broke contract. Even gave her a middle finger on the way out by forcing her to announce her graduation on the same day as her friends 3D debut.
