Marine deserves credit for restarting the sexiness of Hololive Summer really. She probably had worse restricitons put on her to begin with (ie the jacket had to stay on but could be zipped up and down to show the bikini top) which set a precedent that Koyori was able to go a bit further on.

I don't care about the event itself either, but it's about the precedent and the levels of eroticism the company is ok with, as well as being less afraid of Youtube.
Some people were complaining about preferential treatment regarding Koyori's outfit being more revealing than Senchou's, but it's clearly a progression in what the company is ok with.
Multiple talents stream eroge these days with slips here and there making through the censor bars. Most of the time they get edited out, sometimes the VOD still remains with a slip or two. The company that is ok with this is the same company that added a shirt to Choco Sensei's outfit because they were scared of cleavage nuking her channel. This year's summer outfits are also more revealing than last year's. It's good that they're exploring this kind of stuff to give their talents more freedom.
