This is just speculation, but I think a good part of the problem might be that their managers, the people from the company to whom the talents actually have access on a daily basis, just don't have the balls or the motivation to challenge decisions from upper management. You keep hearing stories from holos about how they are changing managers all of the time. That's a good way to ensure that a manager will be more worried about just making their work run smoothly than they are with allowing the talents under their supervision to make the best content they can.

Hololive seems to have gotten stricter on what kinds of content the talents can do since the Taiwan arc and when they started getting global traction. Coco, being the most yabai member in terms of her personality and creative content, was one of the most held back members by management. Asacoco was quietly shut down, she's been banned from appearing in Holo Graffiti, and banned from the main channel and EN collabs to not let the zhangs spam the chats.

Before anyone noticed, she was just pretty much doing only reddit reviews and minecraft streams, with the occasional collab and karaoke stream here and there.

Coco pretty much got sick of it and decided to graduate if Cover's just gonna keep her on a chain and kept stifling her creativity. No job is worth sticking around if that's what life is gonna be like no matter how much you make.

Overall it's basically her breaking free from the toxicity of Cover as a corporation.
