I have absolutely no doubt that Snuffy will eventually get an invitation to Vshojo if she wants one. She's already pretty much a honorary member. The birthday party for Nyanners in VRchat was just Vshojo members and Snuffy.
She may have told them in private that she's not looking to join right now and that's why they haven't invited her yet. We also don't know how Vshojo works behind the scenes, maybe they have all their hands full with just the existing talent and need some time before they can expand the roster.
