There is nothing wrong with vesper getting the same illustrator as Sana. Vtubers sharing the same illustrator is not unusual even for Vtubers who are of different gender or even in different company.

There is a sort uniqueness in the art style of every illustrator. Viewers will immediately and subconsciously create a link between those vtubers who are under the same illustrator. This link helps preserve the legacy and identity of the graduated vtuber by creating a connection to the that vtuber. This can also serve as a remembrance of said vtuber, it's journey, growth and memories they shared with their fans. It also allow the fans to continue to enjoy the same art style that they love and familiar with.

Cover is essentially giving the illustrator a chance to preserve his connection both with Hololive and the graduated Vtuber through this new connection. The fact that this connection is shared between Hololive and Holostar helps to further break down the wall between both branches, making it less divisive, more inclusive and opens up further opportunity for collaboration and exchange.
