It's like they do the animation, and then have the VAs try to match the animation, when it should be the other way around.

There's not much you can do if (hypothetically) all you're given is a written script. any competent animation process will either record the lines and make the animation around that or the inverse, make a storyboard/the animation and have the VA's work around that. considering the quality/consistency of previous hologras, i think they're just given a script; since even the JP side has weird voice acting that doesn't really fit the scene/expressions. I just hope for kronii's sake that's the case because her voice acting in hololive has always fallen short

I don't think they get to see the animation when they're recording the voice over. They're probably doing it mostly blind with only vague directions of what the tone is supposed to be, plus Hologra is always complete nonsense anyway and it's a very Japanese type of humor.
