Yep, StarsEN individually seems to have better talent managers than LiveEN. Gotta note that these managers were hired at completely different times, though, so hard to say that it's on purpose. Vesper clearly has his gripes with management too, though.

If they hired obviously better managers for StarsEN but kept the incompetent ones for HoloEN even when most of the girls complained about them since late 2020 then there's something fundamentally wrong with the company. I agree that Hololive EN should get better managers. I think the company is probably focusing too hard on seniority over performance, which is a fallacy that plagues the entire Japanese workforce, so they aren't actively trying to replace their underperforming talent managers, because they have "seniority".
For JP managers, they seem to get switched around a lot from one talent to another and the fact that they're in close proximity to not only the talent, but the office, likely makes their jobs much more efficient. Meanwhile, with EN, managers can be in completely different timezones with the talents or the office; I'm guessing that this makes upper management less likely to switch talent managers around for them, as organizing it becomes more of a challenge. So, talents tend to get stuck with the managers they're assigned to and it's much more difficult for them to get switched around.
So yeah. Here's hoping they spend more resources either training their current Hololive EN managers or hiring better ones. I agree that if they don't work on that(likely with the advent of EN3), then they're fucking up pretty badly.
