What most people fail to get though is that, unlike Marine or Roberu, Mori doesn't like Oneeshota. Mori likes ShotaOnee, where the shota is the dominant one in the relationship. This is probably due to her guilt over her shota complex, so it is more justifiable to her if the Shota clearly wants and pursues her rather than the other way around in addition to the gap moe aspects of it.
