Out of 10 EN talents, you have barely over half of them living NA-side in presumably wildly different locations. And finding a centralized location and training the staff who probably wouldn't be utilized with any real frequency is probably not worth the cost. Now if EN 3 has more localized NA residents, maybe that opens up the room for future discussion but right now it's not unreasonable to only pour in those kinds of resources for half a dozen talents right now vs. JP where everything is a train ride away for a considerably higher number of members.

If they would play ball and were willing to relocate for the sake of their jobs, Cover probably might consider an overseas studio or a branch office. As it is, it would be a massive waste of resources to do so. ID is far more likely to get that kind of investment right now because they are far more centralized than EN.
