Someone who has twitter tell her for the love of god to invest in some more SSD drives drives instead first. Prices are good currently, you can get 4TBs for reasonably cheap, and this is the component that will probably help her out the most in the immediate future.
As for graphics cards, she doesn't need to fall for the 4090 meme ("hurrdurr it's the most powerful rn, so that's what I should get, right?!"), when its way too overboard for her actual use case and would probably introduce more new problems than it would solve. For the things she actually does, she'd do just as well, if not better, with a 4080 / 7800 tier card, or hell, even last gen's 3080 / 6800's given they're more mature now.
If she still wants to throw some cash around after that, she could also upgrade her CPU to whatever the best her AM4 mainboard can do is.

There's nothing prohibitively "wrong" with her current PC. If it's still that Ryzen 5800X / RX 5700XT pre-built she bought at the end of her living in Japan, that's a reasonable midrange machine that SHOULD be able to handle her use case (playing games at 1080p, 60fps cap, medium settings, with a side of OBS streaming on top) decently. The only actual real hardware issue she has is running out of storage space because she doesn't just buy more drives instead.

Her problems are mostly self-inflicted: being tech illiterate and not optimizing her system settings, which turns what should be a decent enough PC spec-wise that should handle her stuff, into an overburdened stuttering or faulty mess.
She doesn't optimize the settings in games for best performance (remember, this is the girl who just a few months ago discovered for the first time that you can set monitors from 30 to 60 hz), so they often run worse than they theoretically can. She doesn't optimize her OBS, has admitted to having hundreds of unused background layers and objects running she's too lazy to clean up. And she doesn't optimize her OS and it's probably a mess of pre-installed bloatware and unecessary processes taking up space and slowing a machine that could be decent enough down into a potato. And all that compounds into issues that she now thinks she can make go away easily by simply buying the latest most expensive GPU, but her issues are more general and systemic and would still be there with a new GPU, if she even gets it to run and it doesn't just create new issues..

tldr. She needs a tech-savvy boyfriend. Of course, that would have to be me.

As for Connect the World, people in the West just aren't used to the hyper-poppy idol music being sung with English lyrics. I think it's pretty good and while it doesn't hit me emotionally like Thousand Years (even if it wasn't a good song), it's right in line with the oldies of group Hololive fame.

It worked because it was something different from the cookie cutter overproduced and autotuned J-Pop slop Cover saddles them with for their corpo projects.

It's really noticeable when the producers are japanese, because they are used to writing melody lines that fit the japanese language obviously, but sounds super awkward and stilted when you force english lyrics to fit into it, leading to a melodic phrasing no native english-speaking composer would use. I'm not saying native western pop music is much better either (I actually quite like jp music - when it's performed in japanese), but at least it doesn't sound as awkward because we're just more used to it. Whereas these "english" songs by jp producers have that uncanny valley amateur anime OP eng fandub cover vibe.
