Merch drops work like this, typically:

Merch is designed and approved with all partners
Preorders go up
Preorder period ends
Production orders are made
Merch orders are batched by locations of fulfillment centers
Deliveries of N units of product are made to fulfillment centers
Orders are sorted and shipped to customer

Normally you make sure each batch has extra units to cover damages, defects, and other mishaps. Sometimes even that is not enough. That's when things can be considered "oversold" even though they don't go into production until the preorder is made: you still end up with more orders than product on hand. It doesn't help that there's usually a ton of companies involved. VSJ -> Fourthwall -> Groups Fourthwall subcontracts to -> Manufacturer
Things going wrong are common, though it doesn't absolve VSJ. I still say they should reissue the merch through the new logistics partner, but for now, refunds are likely all they can do. At least Fourthwall is out of the picture, and the new company already appears to be doing a better job.
