the whole reason A-chan works was because she was a just an assistant/sidekick type for Sora that people liked who eventually branched out and became a representative for the whole company. Nodoka was created as the second part after most people had already moved to associate A-chan as the face of the corporate/PR side of Cover, so this character ultimately does nothing for people outside of a few porn artists who drew her at the start.

Nodoka wasn't created to replace A-chan tho, Most likely to help her with both on screen job and off screen but nowadays it's more like Nodoka mostly handle off screen works, She probably would show up again when A-chan if there is more job A-chan can handle, It's not like Omega where people just don't like him as he is just come out of nowhere and act like a big deal, Nodoka at least got welcomed by both Sora and A-chan in her "debut" video
