Here's what I would do if I were Kiara:
- Cover of "popular and cheap to produce" songs like Phony without the character voice.
- Progressively drop the character voice entirely from streams
- Do what Fauna does but in JP primetime/NA morning: Minecraft project/arc in the new holoserver, avoiding voice chat if possible. By being good to the box, reality will shift in her favor.
She has to become an option for the EN speaking audience. It's not that hard because there's a lot of moments of the day where holoEN fans 0 options to watch.

This should improve her situation, but to get a lot of subs far faster she should spam Youtube shorts explaining what vtuber are, how hololive works, how to become a vtuber, how to monetize, how to deal with sponsors, what managers do for her and all the safe to share internals of HoloPro.

Getting to 1.5 mil is already a long haul, 2 mil outright is quite an ask.

The Holos who have actually altered their fates got there by streaming their brains out like Miko, Peko etc. In general stream more = get more attention and rewards is most-effective for JPs due to their culture and also the fact they all share just one time zone. Kiara's time zone is not good for most of the vtuber-watching world and she streams about 4ish times a week generally - which is good for an EN (I guess) but not even super stellar.

I'd say a lot of things that help she already does right to begin with, and basically be thankful her good points are what they are because she might have been a factual 3view instead otherwise.

She hasn't changed at all within these past 2, almost 3 years. She has the most hours, most jp collabs out of EN, a highly dedicated/parasocial fanbase with the kfp, but still, some how, remains as one of the most annoying and hard to watch members in HoloEN. Exactly. The same issue with Bae but Bae has a much better voice and singing ability. From a neutral POV, her impression on /vt/ has changed a lot. It just feels like the few hardcore antis that really hate her like 'faunaschizo' but for the most part people are indifferent to her. If you read the archives, you will see that the 'discord leak' made people actually appreciate her and fauna.
The Mori lean yab, introduction of luxiem to the vtuber community and more importantly the arrival of tempus and mixed collabs in holoEN really helped take the heat off of her. People might of not liked Bae because of that loud and annoying personality BUT she's actually making strides in changing that image. So yes Bae also gimped herself early on with her personality and fortunately for her, she's actually able to realize it was able to naturally change her public image. Deep sultry morning voiced zatsus are a huge buff that she gave herself. Sure she has her loud=funny moments but it isnt as bad as Kiara's "24/7 that bitch" attitude

If I'm the manager and the goal is 2 million, I arrange for a long term visa and fly her out to Japan. Kiara is so far away from every other box because of living in Europe that normalfags largely forgot about her. She schedules collabs but since the organizer has the reservation usually, her attempts at joining the box only reach her existing audience mostly.
With her living in Japan, she'd have a myriad of collab opportunities to show up to and she could easily join both the EN and the JP viewer wave.

I think the JP audience may tolerate it more. Luna plays some great games and such, but the voice gets old fast. Koyori hurts my ears. Pekora seems to not go as extreme all the time...
