Meta content aside, Youtube's videos are more useful. Twitch is mostly game content or static camera angles of a single person sitting in their room. Remember, according to Larry Page the stated prime reason and objective for Google's existence is to build an synthetic AI god, to achieve AGI (and therefore rule the world with it). The core limitation on today's AI models is the raw amount of training data (i.e. the chinchilla thesis). It turns out that for as big as the internet is we've basically hit the cap for text datasets harvested from its complete content in terms of total tokens. But the next step is to train the models directly on video content, of which Google (through Youtube) has the single biggest repository of general and unedited video content on the planet. As such Google has a vested interest in accruing as much of that extremely valuable data as possible, and may be able to justify keeping Youtube alive forever even if it's a massive permanent money sink.
