They are probably throwing as many talent as they can, as far as we know, ANY of the Gen 0 to Gen 2 girls could say bye to COVER in 2 years or less, they know that if they throw new ones 2 things happen

Whatever happens first, it could also be an attempt from COVER to see how much they can expand their branches before they hit a wall and basically any new Holo they fails to become popular.
