Council and HoloX designs are a mess. Only Iroha is simple enough.
But yes, they usually rectify with it alt outfits.

Nijisanji(JP) Has good simple designs too, so I have no idea what the fuck happened with NijiEN. Ethyria's alt outfits were the perfect opportunity to introduce more casual and simple wear, but they decided to be chuuni instead.

Hisui is nice because she's realistically built like a Japanese woman. Small on top but the bottom has relatively stubbier legs with decently thick thighs. So many Holos have the copy/paste legs that bow in and out because Japs only think about tits.

The appeal of a simple design is the gap moe. You can see the cool fantasy character in comfy wear. See Mio's original vs her hoodie.
If you start out with just the mundane outfit there is no contrast and your character won't have any points of interest.

holoEN's designs are actually rather busy on most of them, look at Irys or Bae. Gura is the simplest one and what a surprise it's the most-liked one. However I wonder if there is/was a bias on the part of the EN producers or whoever be the one(s) who commissions/brainstorms the designs has a tendency to ask the artist to put more stuff and doodads on them, would explain a lot really.

Even so JP does have some clusterfuck designs like Polka, and Laplus' design is kind of overdone/cheesy to me with features too exagerrated like the cuffs/hair/horns, they're not immune. But overall they do tend to have simpler ones, and simpler designs like Subaru or Botan tend to lend really well to new outfits because that's the opportunity for the mamas/papas to do some wilder stuff but it's not gonna permanently affect the design since it's not the default. HoloEN new outfits at least to my recollection have tended to be actually rather plain and more worldly, gee almost as if the girls wanna get away from the fucking bad taste the EN producer has.

Nijisanji understood some designs too. Ri nand Deron are literal sex, and theyre simple schoolgirls. Mito to a less extent. At some point, probably seeds, they started to experiment. Some were hits, some were misses. Even then, many of the out there designs were still relatively simple. A literal dog may be considered out there, but it was still a simple design. Hell, even up till Selejo and Eden gumi designs were simple enough. In the last couple of years though, there's been a retarded movement to make the most retarded designs possible, across the industry. It seems mostly contained to males though.

In some ways, it's actually harder to make simple characters. If a design is simple, it's less likely that any two parts of the design clash, but it's also harder to make interesting. So people try to fix this by adding more components, and making them more detailed. But more parts means that each individual component is more likely to clash with another. There are loads of characters that have a bunch of individually appealing items, but look stupid as a whole. It actually takes skill to make a simple design that's still appealing, just as it takes skill to make a complex design that's appealing.

This is also why so many classic anime and video game characters are visually simple. Anything animated has to be drawn repeatedly, which means simpler is better. In addition to being somewhat animated, space limitations on early video games enforced simple designs, which meant they had to keep it relatively simple but immediately recognizable and appealing, like Mario, Sonic, Link, Mega Man, etc, instead of doing something like pic related. Try to remember everything on this design a few hours after you've seen it, or try to draw it. Any kid can draw the previous characters from memory, even if poorly. Could anyone without photographic memory draw this?

I have to wonder how much projects like Hololive Alternative have influenced their character designs, since they're considering whether they'll need to be animated.
