It's not that her voice has no power. I think its the stylistic direction of her singing that doesn't fit the energy of the song. Either she has to add some grit/texture to her singing which should be emphasized with high energy or she has to have a mixer include filters or harmonies to add that texture and energy.

I think this is a good example of added filter and harmonies to accommodate the singer. It adds texture and a good contrast in energy between parts of the song.

Hiring a band gen would be much easier and overall cheaper than having an in-house band. Bandori had something like that where they hired pro-musicians for the backup band since the seiyuu didn't know who to play the instruments their characters played, but after a while these girls ended up becoming their own characters in the franchise. No need to go though the same process when they could just jump straight to the final step and hire girls who can play something other than the ukelele.

The most obvious example of the former would be a symphony orchestra, and people in the latter get hired to record backing tracks or play on tours for artists that don't have their own band.
