More specifically, they pretended they were interested in a Gen 2, then poached former Hololive talents instead, then raised a shitload of capital from investors, and then sat on that money and did very little until they recruited Haruka. The current contract issue could because investors got spooked that not enough was happening that benefits them considering how much they forked over, so there has been an attempt to get the girls locked down into more restrictive contracts or contracts that give investors a bigger cut which is why some of them bailed already. Perhaps she didn't completely understand her contract with Cover (we can both agree that she is not a legal scholar), she had Vshojo's lawyer look it over, he explained that she can only use Twitch, and she misunderstood the reasons why and reported incorrect information to her chat once. We know she at least gave wrong info to Kson, as she relayed an incorrect reason for why Nazuna is Twitch-only very early on. She later clarified that she was wrong and the reason is more complicated. The CEO later clarified even more.

Alternatively, she is not wrong, her non-compete is written in a way that restricts her to livestreaming only a single platform for some reason, so she did indeed have to choose only one, and she picked the one everyone else in Vshojo uses. This seems a bit less likely to me than the first explanation, but it's possible.
