2d takes retarded long. if you're smart you do 3d since it's much quicker in the long run but there's more setup since you need to rig and model shit. it depends on how you want it to look though.
Actually learning 3d to the point where you can make a good animation probably takes 2-3 years, but there's so many blender tutorials and free assets that you could make something decent in a few months or even just weeks, though you wouldn't understand shit and it would be terrible if something didn't work and you had to figure out why.
