I would not call it oversaturation per say, it's more like the actual market is getting smaller after the Vtuber hype died but some investors and people with ideas still believe that we have 2020 and Vtubing is next big thing.

There's still openings for other companies if they do things properly. The problem is most of them don't make an effort and die out quickly due to drama or other reasons.

Phase has been stable despite Yuri getting fired (bonus on people getting distracted by vshitshow departures for that). Idol is still throwing silly money at stuff even despite three graduations.

The pool of applicants are around 800 people of mixed gender and those who pass will be required to stream 4 days a week for at least 2 years

Even a two-bit nothing agency will generate long term profit. If I created a vtuber agency of 2-views, I doubt it would ever replace my primary income, but it would be a pretty neat way of returning some passive money.
The talents do all the hard work themselves and all you would really have to do is hire some artfags and riggers to make a few models. Maybe a lawyer to review some contracts and a developer to make a website if you can't do those yourself.
After the initial investment, you're pretty much set and can just sit on your ass "directing" the talents, basically doing nothing.
The only problem is that there's better and faster ways of making secondary income, and most people don't want to bother with a bunch of emotionally under-developed zoomer college dropouts addicted to SSRIs
