After driving the KMT from the mainland the PLA was spent. Literal decades of brutal war had taken its toll and they lacked the ability to mount a large scale amphibious invasion. Not to mention that at the time feeding the people of China was a much more pressing concern. In order to prevent the Taiwan from falling to communist China the USA gave the RoC an incredible amount of military aid during the cold war.

Now that the cold war is over however and America is in a terminal decline. The only reason why the PRC has not yet invaded the RoC is due to just how costly such an operation would be. Taiwan has a massive population, modern military and an incredible amount of mountainous terrain for an island. Not to mention the fact that the PLA is a completely untested force with an already dubious level of loyalty to the CCP. The PRC just has very little to gain from annexing the RoC but everything to lose.
