My problem with the "Fubuki canary" narrative is that we have no way to check the negative. If Fubuki ever quits and says "Fuck Cover" then we'll have verified the positive. But as long as she's continuing to work at Cover, she might honestly not think they're black, might just be ignorant that they're black, or might be unwilling to follow through even if she knows they're black.

Until we actually see Fubuki act on this promise, we don't know whether it means anything. And while I don't mistrust her, or any of the talents, I need evidence in order to really believe something. The fact that Coco got shafted as hard as she did with the restrictions we KNOW she was placed under already make me think of Cover as pretty gray. Where does Fubuki draw the line?
