The most generous take is that Ame's attract genuine antis and Watame's is understood to be a meme, so they leave it up for funposting. I.e. the jannies are exercising discretion in their moderation.
I think most of them are too retarded to properly exercise discretion and should just stick to basic processes that apply to all vtubers.
