If we compare her to Zeta for a second since they both have soft voices, are artists, are nerds, banter with their chat, have great models and used to have a similar amount of subs.

Zeta has been blowing up while fauna is moving at snails pace (heh). I'd say this is because Zeta swears. Fauna doesn't swear and I used to not care until all of her karaokes became "uuu I can't say the A word, uuuu nooo I'm seisoooo uuu!!".

Fauna is by far my favorite streamer, but that behavior is so god damn annoying. I'd never say these things outside of here, but that's how I truly feel.

Anyway, the #1 reason is definitely the voice. Saplings may love it but it's objectively filtering, it sounds like a bad anime dub to a normal Westerner.
She's also primarily a solo streamer and got shoeboxed into the mommy ASMRtist at debut when people get most of their subs. I didn't bother with her for a long time because I have no interest in ASMR.
If you want your subs to blow up after debut you have to either leech your growth from a more popular streamer or go incredibly viral (e.g. maybe on TikTok or someplace with a lot of people who aren't already exposed to vtubers). Fauna doesn't have the personality to do either of these. So she's stuck with a steady sub growth but nothing amazing.
That said she's doing fine. Subcount isn't everything or else Matsuri would be considered more popular than all of HoloX. If she really cares about subs, one thing Fauna could do is get involved in more projects that aren't just streaming or network more, since those are the best ways to reach out to a new audience.

Sub metrics are an interesting thing.
HoloJP girls are still in the race, steadily going up, some going up faster than others sometimes.
So we can still conclude that their growth matters and the new feats reflect their real audience.
But with the EN girls they got a big load of empty dead subs that carried them far above all the JP girls at the time but most of that audience just abandoned them and their growth slowed down significantly, most of the people interested in watching them already subbed, their CCV fluctuates, sometimes up and down, but the subs definitely sort of stagnated.
The Fauna case is a good example of the massive gap between subs and CCV. Other girls still have a sub lead thanks to dead subs, but Fauna overcame them on CCV.
If she keeps it up consistently eventually she will take the lead on EN subs but it will take a long time for the new subs to fill the gap of dead subs still there.

I think Fauna is in a weird place because she is essentially a solo talent. What I mean by that is that Council is basically an absent generation. Sana just straight up quit after what; 10 months? Even then, she was absent for 3 of them. Mumei and Kronii have both taken off large chunks of time over the time they've been with Hololive, especially recently. Bae doesn't take off nearly as much time, but let's be honest; there's a reason she's bringing up the back of HoloEN.

Because of that, she has no Genmate support to bounce off of. I think that's probably THE biggest reason she's not bigger than she should be, but there are other small reasons too.

You said she doesn't shy away from soft GFE content, but she also doesn't lean into it, which would be much more of a draw. She has that mommy / big sister energy that chats love, but doesn't really play into it often enough / hard enough. I honestly don't think I'd personally want her to / be interested in that, but I can also realize that it draws in the sad sacks.

Another thing is, she's just a streamer streaming games and having fun with it. While that's enjoyable, it doesn't really break any molds and won't lead to any real explosive growth. People will trickle in as they're looking for comfortable, familiar, and reliable though, so there's no reason to change.

Ina proved that comfy and reliable were desirable traits, but they're just not going to explode you up fast. That said, Ina is consistently in the top 3, usually 2nd behind Gura, for CCV. Fauna has that potential as well and may be able to poach a bunch of Ina viewers with her comfy, consistent, reliable seeing as Ina has been anything but reliable or consistent lately.

All that aside, I think the Vtuber market is currently in a weird shrink / expanding stage. What I mean by that is it shrinking in terms of the big high end viewerships are dropping because people are spreading out onto many other people instead of just the big ones. There was a big explosion where it became popular, people saw those big popular ones and went "Okay, these are the ones to watch" but over time felt comfortable enough to expand out and find other mid / lower level talents who are now seeing a bit of growth even if they're not exploding into the record numbers.

Council, by every metric, still have some of THE biggest numbers in the industry, period. Yes, comparing them against other Hololive talents or Niji / VShojo they may seem on par / worse, but that's comparing the best vs the near best, not the average.

So at the end of the day, there's really nothing wrong with Fauna, she's pretty great.

She was in Myth, the most overhyped and overexposed vtuber generation in history, at the peak of the english boom.
There were no other high profile english vtubers, just myth.
So everyone sort of picked a favorite and Ina filled the comfy niche well and has managed to retain her fanbase.
If she debuted today she wouldn't have the same initial boost and would have to struggle much more building up an audience.
I agree about Fauna's content being mostly just games limiting her a lot, I like her but I often just skip her streams because they're more or less all the same, equally forgettable and generic. If the game she plays interest me I'll stick around otherwise I know I'm not missing anything by tuning in to someone else who might be doing something more interesting instead.
I recall my favorite Funa streams were the silly tier lists she was doing for a while.
It's not really a limit on her, more like something she's not fully exploiting. Many vtubers are 100% gamers and still do well.
I don't know if leaning hard on GFE would help her since she's already sufficiently big, GFE has its appeal and in Japan it's proven to be an S tier strategy but on the west we haven't really seen GFE perform on that level.
I think simply the fact that her appeal is not as catchy and frontloaded as someone louder and more over the top just limits how many people will hit the sub button on a whim.
The people who sub to her are actually people who have more intent in watching her.

I would agree with all your points except for the ASMR.
Don't get me wrong her roleplay is great, but the technical aspect is limited by her setup and her refusal to do certain stronger triggers because of the lewd connotation, which I respect but I almost never get "tingles" from watching her while I do for plenty of others.

That said, the REAL reason that she doesn't have more subs is because 90% of your growth and potential is determined in your first couple of weeks of streaming. Not to say that she did a bad job, it's just others like Kronii and Mumei got more hype.
Another example is Gura, she absolutely KILLED IT when she first started out, and she rode that wave of success at the height of the Vtuber popularity boom. Now has Gura done a better job than Fauna recently to justify that huge gap in subs? Objectively speaking she has not, but the people who get upset and leave will not affect her numbers at this point by any meaningful metric.

Obviously people's views of talents can change over time, but that's more reflected in CCV than sub-count.
