From my perspective as a foreign fan, I pay shipping fees half as expensive as whatever I'm ordering when I buy merch, so I usually look at what merch is available for other talents when I buy my oshi's goods to make the order more worth it. It was a extremely hard situation for Cover and honestly while the collab ban might've been a knee jerk reaction keeping the branches separated was for the best at that point, even if it pretty much signed their low performance for pretty much forever. Debuting them after almost 2 years of Cover only having female vtubers was a huge gamble, one that didn't work out, and I doubt things would be much different if HoloPro unity was a thing since the beginning.
