She seems to be one of the earlier generation of vtubers, the ones who chose it for reasons that amount to doing vtubing to pursue something tangentially-related to it. Often that's music, or dancing, voice acting, and so on, and that generation of vtubers came from other tangentially-related things too. These days you can find new vtubers, who saw that earlier generation and said "that's what I want to do" and then pursued vtubing itself. I'm optimistic that this newer generation will be better at it and will have longer careers doing it. I don't think there is much of a future for Gura as a vtuber without streaming, and largely because when she is on her game she is insanely good at streaming, and vastly better at it than she is at the other stuff she does here and there. But unfortunately I also don't think there's a realistic future coming where Gura is a vtuber who streams regularly.
