HoloEN has a long, and I do mean a LONG way to go before it reaches the depths of NijiEN. They would have to go out of their way to create so much drama and forced shipping moments that watching streams becomes a miserable, frustrating experience for all parties involved.
In fact even now, you can tell why Hololive specifically grew and is stable and why Nijisanji floundered with only a few successful names under their belt. They probably did the same shit in Japan that they did with EN.

If you want to fix the fans feeling disillusioned they should do something to prove they haven't abandoned the hololive EN branch, two gens of homos coming out back to back when everyone was desperate for EN3 including the girls was a slap in the face.
tempus2 are staying in their own bubble so far which is good, the US concert is nice too but trust in cover is going to remain low until we finally get EN3. Remember that period of what felt like months where you were lucky to get 1 holo girl streaming most evenings, but there were 4-5 homos streaming every night? Yeah that is going to keep happening until they get some new blood. It is marginally better now now that council are back home and actually streaming consistently unlike most of myth but it's still not great.
