Realistically, do you think any of the current small startup agencies like Tsunderia, Prism, Phase Connect, Kawaii, Cyberlive, etc. have a chance of making it to hololive/nijisanji levels of success? Or is there no hope for underdogs anymore?
You've already got the hurdle of having little to no exposure, but also there's the possibility of girls getting poached by those two.

It's a classic case of too little, too late in this case. The closest way you can get to their level at all if you were poaching the best talents out there that aren't contractually obligated to their companies. But the chances of that are jack and shit.
So yeah those small companies are better off just serving their niche audiences because them getting any bigger is unlikely.

It really depends on what kind of audience you're going for. It always struck me as weird that everyone is trying to copy hololive because it also means competing with them over the fans. I think phase is doing fine with pippa being the representative and hitting 200k. Next is Tenma with 100k which is fine, that's already a big achievement. Phase girls are strange, in the sense that they choose to stream simultaneously on YT and twitch, probably to chase more revenue than recognition. Therefore it is harder to just judge by sub numbers or views. Uruka also streams pretty consistently and has cracked 50k on YT iirc. For a company with much smaller budget than Nijisanji, they are doing pretty alright. It's hard to topple the titans who seem to be able to inflate their numbers just by brand recognition, but phase has shown pretty good growth and good potential.

Even if some of them shut down, small corpos are generally doing better now than they were two years ago when all of them had double digit CCV and barely anyone knew of them. At least people like Pippa and Rin and Nene proved that growth is still very much possible in this industry. I'm not sure exactly what the future will be like for Kawaii, but Phase and Idol seem to be doing well.
I really want to believe in Prism too, but honestly unless Gen 5 is a miracle I don't really think they have the capacity to go viral.

It's not impossible. Hololive didn't take off until Gen 3 and even then it was thanks to their competitors fucking up. And their worldwide stardom and current juggernaut status was thanks to one single clip that happened to win the algorithm lottery.
It's also easier to get your name out there if you're an EN corpo because the quality of competition is frankly speaking fairly shit. Hololive is coasting on brand name alone and Nijisanji is slowly crumbling with each yab. Only sky's the limit if the smaller agencies manage to find vtubers who are actually entertaining and ambitious, and who are not just after easy money.
