Face seems to have been hand drawn, but the hair definitely hasn't. Artist probably got bored midway stopped cleaning it up because it looked decent to him anyway.

There are a bunch of websites such as https://www.pixel-stitch.net
Most photo editing software can also resize images to pixel scale, using no interpolation
If you want to convert to a certain palette, such as for pixelcanvas, you can use GIMP. there's a pastebin with instructions
