She's the Proto-Ina, her streams are mostly for the "comfy" crowd and she isn't really good at collabs. So her fans mostly stay among themselves.
The only notable exceptions would be Watamelon and Watame JanKen

Cause she's safe and a workhorse she doesn't stand out but she's consistently solid so she doesn't pull huge numbers but has a large diehard fanbase. She also does her own series and is willing to Collab with everyone. She is probably one of the best holos there is. That why her face gets plastered all over official streams along with fubuki and suisei

I would say that Luna is not being brought up as much as the others in gen4, but still they all are doing more than fine relative to the rest of hololive.
This is thanks to gen4's strong individuality. The "live or die by your solo content" mentality has brought them all very far.
As for the sheep, in music she's doing well and being highly encouraged by collaborators to dream even beyond the Budoukan. There are other holos that are struggling way more than her. It's a harsh environment where being a virtual talent is still a debuff.
In streaming she's doing amazing even though she shouldn't: Daily overnight shift, giga-debuff content, avoiding popular/exciting stuff (even in MC where she's always just building shit, never adventuring that much).
I'm thankful that Watame managed to get this far while attracting a high quality generous audience that never stopped growing steadily.

My trash opinion
Honest critique of Watame songs, her songs don't stick. 'My Song' felt formulaic (and honestly needed to be slowed down a few bpms), Mayday felt tryhard edgy which is way out of her style, Ai Mai choco was my first foray into Watame's serious music and it felt like some other personality wrote the song.

I fell in love with Watame because of 'Can you do the Hololive?' and Watame's Lullaby which perfectly captures her generosity and her friendly selfless nature. I wish she would produce more songs that leans into that warm nature instead of the popular tropes.
