If other cardgames are anything to go by, then yes, playability very much still influences the price of the blinged out versions. That said, I also didn't rule out other factors like the popularity of the characters or just straight up availability of the card. There's a bunch of different factors influencing the collectible market, so just looking at the price listing as some sort of popularity contest is silly. For all we know a singular Susy superfan could've bought up all the cards he could and ended up cornering the market, thus inflating the price of the card.

Weiss is a game where very few cards have little to no use in a deck. It's also a game where you can run 1-ofs and consistently see them. That said though, the better a card is overall, the higher price it will fetch. Like some cards are vastly better than others. Holo set 2 also did a really cool thing where all the cards can some in the SR rarity, which is just holographic but no hotstamp. You can get full shiny playsets of your oshi without breaking your bank entirely.
