The VA union in the west is really hard on where the voices can be used for profit. They want a piece of everything. That's why we need union busting. In this situation they can't even play it with subtitles which should have nothing to do with the VA union but I'm not entirely convinced they aren't involved. Trying to catch the ones using subtitles to avoid them or something.
