I'm gonna preface this by saying that I primarily watch JP, so my opinion on Council is based on a limited number of streams I saw and a lot of clips.
The way I see it, they simply don't have the x-factor, or whatever you wanna call it. Myth had 2 members that really set themselves apart: Gura as the most popular EN vtuber and Mori who was the first in the Western vtubing sphere to achieve success in music (by vtuber standards). If you looked at every Hololive gen, you'd see that all of them has/had 1-2 members that really shine above others in one way or another, and the wonder gen had 3 heavy hitters (peko, marine and rushia) which is extremely rare in vtubing.
What does Council have? They all have their strengths, and they all appear to be nice girls, which I'm sure many anons love, but what else is there? They don't have Myth's triple buff (first big corpo EN gen, first holo EN gen and coof buff), so being just your average "I'm here to have fun" nice girl streamers is not enough. IMO, Kronii seemed to be a bit more "unique" in that department, which made her more recognizable, but that woman has 0 interest in really putting in the work to rise above others. Unless someone in Council really starts creating unique/clippable/viral content, I simply don't expect them to ever truly incline by attracting new fans from outside. Even some minor inclines they had last year were basically teamates and deadbeats looking for a new home after "yabs" aka gifts.

Truth be told this is the fate of most vtubers after they get past the debut stretch and use up their best ideas.
When Tempus came out I felt like they put out lots of new and exciting content, stuff like the DnD campaign, judge Magni, some really fun skits.
Fast forward a few months and now they are just normal streamers and unity died after Vesper's menhera arc. We're never finishing that 4-way soullock or doing fun group streams ever again. Podcast? Permadead.
You can see the same happen with NijiEN, imagine if they didn't have people like Selen to organize stuff like Wrestlesanji. Birthdays feel a lot less hype now, they used to be really fun branch-wide events with hype collabs and now they're just...not as interesting.

I always got the sense, even way back when they debuted, that Council's biggest strength and advantage over Myth is they put more time and effort into having a sense of unity and comradery and their early group collabs were some of the finest HoloEN ever had. Sana's issues and the subsequent splintering of group collabs stole Council's dwindling thunder and left them to fend as individual islands in a storm tossed sea and in this regard they weren't able to match their Myth senpais which has led to the stagnation overall of HoloEN that has settled in for the past year.

It is kinda stunning how Kobo blew down the barrier to a much larger and wider market for her branch. Its one thing for a talent to on their own to become a success and pull big numbers but Kobo has to some extent lifted the floors for her genmates Kaela and Zeta as well for them to be 2nd and 3rd best in their branch. I think the only comparable instance of this is early Myth potentially with Gura but unsure how much of her massive success boosted the rest of Myth as well or if it was just an branch-wide buff from being the very 1st EN Gen. As for HoloJP I don't think there is anyone comparable to what Kobo achieved. Laplus and Botan didn't break into 1st Army tiers right off the bat. Coco did but her rise to the top didn't lift her entire Gen as the likes of Towa and Luna were bottom of the barrel early on. Gen3 took several months to coalesce around a leader and maybe comes closest to what Kobo achieved but you can't really pin it on one singular talent as Pekora and Marine shared the burden/success.

Sub growth is also a huge gamble that doesn't indicate anything outside of said youtuber got something viral out there. A lot of the most popular JP members viewers wise have slow sub growths because they managed to build strong and loyal audiences but aren't doing anything that wildly leaves their sphere of influence in a way that it draws the attention of people who didn't know much about them. HoloFes kinda helps them do that when members like Risu and Moona to a lesser extent showed their vocal prowess to an audience who mostly didn't know about them during last year's HoloFes, and maybe the same will happen to IRyS and Rrat after their performances yesterday considering how many people talked about their choreography. But outside of that and the rare unplanned collabs that hits the spot like how it happened to Moona with the PekoMoona arc most members won't have explosive sub growths. Then you have people like Ollie or pretty much all of Myth who grew extremely fast during their first few months but nowadays struggle to even hit half of the viewers they had around that time, with some becoming part of the middle of the pack for their respective branches to outright the worst performers, and even with the thousands of explanations of why that happened the most important thing about this is how having an exponential sub growth means fuck all if those subs aren't consuming your content.

That more or less is what I heard as well, that Kobo basically did what prior HoloIDs were unable or unwilling to do. Early on they didn't capture the attention of Indonesians and prior to Myth they served as EN lite to a certain extent. This continued with ID2 and there were a couple infamous incidents that showed the ongoing issues with attracting a wider home Indonesian audience. The second incident was this weird mandate from HoloID branch that alot of the talents announced that they were doing X EN streams per week and Y Bahasa streams per week. Kobo was the first of the 9 talents to walk the walk and talk the talk in such a way that the massive new audience she attracted to start tuning into HoloID and her more specifically felt like she truly was one of them in a way that the others didn't.
