This is not gonna be a happy go lucky idol song project, more about the hard times both during and before their idol days. Just solidifying that Blue Journey is as more about the mood than the color-coding.
Bloom was very high energy, fast paced songs that take full advantage of the idol units to make songs that are actually exhausting to sing solo, this will probably be more personal and slow.

Bloom was the culmination of Floral Circlet, a series of new unit songs, and Bouquet, the album collecting these songs. It was a talent-driven project, done their way, with the exception of the units, that had its talents chosen by staff, probably to avoid them to just organize themselves in their usual friend groups.
Reason why I'm saying all this, is because it's not like one day they came and said "hey, there's a new concert in the works, it's called Bloom and will be full of original idol unit songs", it was also a drip feed of information. The first song of Floral Circlet was 今宵はHalloween Night, which came out a while before the Floral Circlet project was even announced, they let us know later that it was even included at all.
Maybe you just missed it, but that's nothing new for them.

I'm pretty sure you got most of your timelines wrong. Bloom was announced at the end of the 2nd fes. in late December of 2020. By then only Halloween Night and I believe Pekomiko Daisensou were already released, and I don't even know if the latter is related to the Floral Circlet or they just added to the setlist because it was still fresh and both Pekora and Miko were performing. Regardless, I don't remember Bloom having a teaser for a teaser for another announcement like Blue Journey is having right now, and while I believe it's just a new concert or something similar it still reminds me of the cryptic cube shit that went for a month without making any sense.
