Compared to normal human proportions, where adult height is 6 to 8 heads, Flare's head is fairly normal. THe heights don't have to compare. But proportionally the models do have to be similar to the roommate's body height.

If the roommate is significantly taller than the model, you get situations like Ina's arms, who IRL is very tall and thus has a long wingspan but the actual model is short so the IRL wingspan fucks with how the arms look

What's happening though is that EN has a bunch of white girls and white people typically have longer legs than asian people who have a longer torso. Even when they're the same height, a white person will usually have longer legs than an asian person

So when you have to keep the proportions the same on the chuuba the EN girls end up having to have longer legs which makes them look taller. For instance Mumei's model isn't actually that tall, it's a little shorter than Noel's I think, but because she has long legs it looks taller than it really is.

You're not far off, but full-population averages are a little shaky for height and so forth, as it changes with age. You have to break it down by age in most countries, at least, and also ethnicity in the US. I just cruised through the first three datasets I could find on data since about 2010 that had ethnicity, I'm sure you could be more rigorous if you would like. Anyway, for the US, at Mori's age and ethnicity ("non-hispanic white" in most US datasets), the 50th percentile for females lands between 5'4" and 5'5" (depending on the dataset). Her being 5'6" is only 65th to 75th percentile depending on which numbers you're using. So taller than "average" but she's not on the far right tail of the distribution.
