Two things: the rule exists mostly to protect Holos and Nijis from doxx and exposing their IRL selves when those companies make deliberate efforts to keep the company owned character and IRL person behind it separate. Thus, if they don't apply the rule universally, it negates it entirely and next thing you know you've got the place flooded with Kiara RM pics. So either all Vtuber IRL is banned or none of it is.

Two: people like Pokimane, Pewds, and Soda made vtuber avatars in one off moments or so rarely use them that they don't identify as a vtuber. This makes them still off topic, but less of a fiasco for the board if a pic of them gets posted here or there.

This is why things like "movies" are called "movies" no matter how you view them. If you see a movie in a theater, it's a movie. If you see it on your home TV, it's a movie.
