I think it's because people outside of Japan expect vtubing streaming to be like flesh streamers. JP corpos are just too restricting by not allowing react content/needing explicit approval from management. It works in Japan because everyone's content is like that. Outside of it, the restrictions are very noticeable especially if you watched flesh streamers before.
