One solution is for Vtubers to mass-exodus from Twitter to a competitor. Some of the haters would follow, but many of them are too lazy to be on two platforms at once. Combine that with defaulting to disabling replies by accounts you don't follow and you can minimize exposure to the hate. Vtubers don't really need to interact with fans on their twitter analog anyway. They can do that during streams, which most haters do not watch.

But when you are already unwell, it's easier to get worse than it is to get better. Pikamee spent most of her childhood being bullied, so she was already vulnerable to that shit from past trauma. I do think vtubers should just block replies from people that they aren't following, and add more moderators to handle their chats. The bigger problem is haters flood official hashtags with their vitriol and that's hard to ignore and harder to get rid of because Twitter is incompetent. I've reported chink bots spamming Fubuki's hashtags in the past, and it took Twitter literal days before any action was taken. Then they just made another account and got right back to it.

I think at this point the only way to stop the toxicity of Twitter is to require people to give their full information to have an account. Real name, birthdate, social security number, etc. That way any time someone tries to participate in a harassment campaign they can be immediately reported to the police with minimal effort. They also wouldn't be able to make new accounts without literal identity theft. The threat of real consequences is the only thing that will stop it. These people just cannot be trusted with anonymity. Of course this would never work in practice because it would be a massive security risk to trust Twitter with half a billion people's identifying information. A better solution might be to simply abandon twitter entirely and make more extensive use of the community tab on Youtube for posting news and announcements.
