It's not realistic for anime VA's to spend a lot of time streaming, so it's likely to remain a novelty. The reverse, Vtubers getting their own anime where they can do the voice of just one character in one show on the side, and not need to make a living voice-acting, is more viable.

These are much more in the vein of a Kizuna Ai type thing than a dedicated actual streamer.

They can't really get things to work like how mainline vtubers go, unless they can convince a seiyuu to sit in front of her computer for hours all the time indefinitely streaming which is utterly not what their career is. I can see it though that a somewhat-famous seiyuu may think she'd be more successful as a vtuber and have something commissioned to play as on her own, and either greatly reduce her roles or just quit the acting gig. There are some old/retired/washed-up seiyuu who I bet could make a killing being a vtuber just from their existing fame.
