I think that when they get permission to colab outside of hololive, the non-holo get quizzed by a manager and background checked hard, and it makes the vshojo back off when they are told "dont fuck up or we will eat you alive" (thats why nyanners didnt), or sometimes they just say no like veibae because of the clips.
