The "sunk cost fallacy" can apply when you've been waiting to get to the front of one line, and don't want to start over in another line, even though it's moving faster.
Even if he ignores the ethical issue of abandoning Anny while she's going through a difficult time, and even if he pays a load of extra money to have his request prioritized by some other busy modeller/rigger, there's no guarantee that they'll produce something that he'll be happy with.
As for his sleep schedule, you should be glad he's doing daily streams at all, because the obvious way to fix his sleep schedule would be to take a week off streaming, or only stream every other day.

I think Vedal should cut down streaming to 4 max or even 3 days a week but make these count. Collabs are good way to keep getting exposure and keep the interest live, downplay Neuros weaknesses.

He should also get someone else to manage song projects and have constant and steady stream of these. Again duets would mix things up and generate additional interest and exposure.

Quality over quantity. Use the rest of the time to develop the project.

Also get some trustworthy monkey to push the button so his time can be better spent.

If you want to leave AI going 24/7 you need strong filters in place which make the AI a lot less funny. Nothing Forever did this and still ended up getting banned when the filters temporarily went off. Unlike Nothing Forever, Neuro has a chat which is constantly asking her questions. People are clever, and even with filters in place they could probably still find a way to get her to say something ban worthy.

She could still thank new subscribers and people who make donations, though.

Ideally he needs to get a lawyer to make them sign a contract holding them personally liable for any damage done to his channel.

One possible optimization would be to have multiple people share the censor button.
If 2 out of 5 people think a line should be censored, then it would be, but if one person kept trying to over-censor, then Vedal could detect that from the logs and rotate them out for someone better.
At the start, he could be a 6th member, with an overriding vote, in case the other 5 missed something, and he could score them based on how well their votes matched his.
Trying to get this distributed system to run accurately and securely in real time would be almost as complicated as making Neuro in the first place, though.
