Incorrect. After Kievan Rus disintegrated under the golden horde, the Rurikid continued to rule the various successor states as vassals to the mongols. While the northern Rus eventually fought back and regained sovereignty from the Mongols and reunified under Ivan III of Moscow, Kiev was ruled by the Galicia–Volhynia which never regained sovereignty from the mongols until conquered by Lithuania. Kiev was eventually returned to Rus rulership when conquered by Russia under the Romanovs.
Kiev hasn't held any sovereignty since 1301 when it was conquered by the Mongols. Moscow has been sovereign since 1480.
